Ladies and Gentlemen,
It is my great honour to address the SCO Plus Meeting here in Tianjin — a city that radiates history, culture, and innovation.
On behalf of the people of Nepal, I extend warm greetings and best wishes for the success of this gathering, and for peace and prosperity across all SCO member states. I also express our heartfelt thanks to the Government of China for the generous hospitality and excellent arrangements.

We live in an age of remarkable progress — in science, technology, and innovation. But alongside this progress, we face widening inequalities, economic turbulence, climate emergencies, and conflicts that cross borders.
No nation can stand secure in isolation. No people can prosper in division.
That is why multilateralism is not just a choice, but a necessity.
And yet, let us be frank: multilateralism today is in crisis. It often raises high hopes but delivers little. This gap breeds disillusionment. Still, the answer is not to abandon multilateralism, but to make it deliver.
The Shanghai Cooperation Organization is uniquely placed to do so. The Shanghai Spirit — of trust, equality, dialogue, respect for diversity, and shared development — is more relevant today than ever before.
Nepal, proud to be a Dialogue Partner since 2016, looks forward to deepening its role. We seek full membershipultimately. We are ready to fulfill responsibilities and contribute meaningfully to the work of this organization.

Peace, security, and development are inseparable.
Threats today — from terrorism and cyber-attacks to pandemics and ecological shocks — recognise no borders.
For Nepal, climate change is an existential concern. With the Himalaya at our heart, we see glaciers melting and snow reserves disappearing. This is not only a Nepali crisis; it endangers billions living downstream. The mountains that help stabilise the global climate are themselves under threat.
And with only five years left to achieve the Sustainable Development Goals, our collective response must be urgent and united.

To build a safer, fairer, and more sustainable future, we must embrace three shifts:
First, from isolation to connectivity — by strengthening physical, economic, digital, cultural, and people-to-people ties.
Second, from confrontation to consultation — disagreements are natural, but disputes should be resolved through dialogue and diplomacy.
Third, from competition to cooperation — the world needs more partnership, not partition. By working together regionally and globally, we can build a just and inclusive order where no nation is left behind.
Mr. Chair,
Nepal reaffirms its commitment to multilateralism, regional cooperation, and the vision of the SCO. We believe in a rules-based, inclusive system that upholds peace and sustainable development.
Let us strengthen friendships, deepen partnerships, and nurture good neighbourly relations. Let us work together to build a region that is peaceful, resilient, and prosperous — for this generation, and for those to come.
